A New Way to Shop for Medicare

Blue Cross Blue Shield North Carolina has been providing healthcare coverage to members for more than 80 years. As their members turned 65 and became eligible for medicare, Blue Cross NC needed a seamless way to help members get the right coverage for them

The Challenge

Only 27% of Blue Cross NC members were continuing their journey into Medicare with Blue Cross NC. Our research showed that the Medicare audience was treated the same as every other audience across the wider site, even though they had specific needs and chararisitics. Their user experience was confusing, cluttered and uninviting.

Putting Users First with Research

We led on-site user-centric workshops and interview multiple real users to understand the frustrations our target demographic of 65+ faced when considering Medicare enrolment with Blue Cross NC. We then created three general personas based on attitudes, financial standings and technological proficiency that drove our strategy forward.

Taking the Stress out of Medicare

Appnovation worked for 12 weeks to create a brand new tool called ‘Plan Finder’, a simplified, engaging way to help members choose the right medicare plan. Our objective was to have a clean, minimal experience with centered designs and no clutter. We tested every element for web accessibility. Highlighted are some key highlights of the tool

Designing for Real Users

We tested our design prototypes with 15 participants between the ages of 60-68 that reside within North Carolina. The metrics to be measured were: completion rates, task time, critical errors and non-critical errors, eye tracking, and a subjective questionnaire. By putting the tool in the hands of actual users, we uncovered insights we never expected. For example, many found the speed of the plan finder was too quick so they didn’t trust the results. We knew we had to slow the tool down to build trust.

Collaboration was Key to Success

Collaboration was critical to the success of this project. Appnovation went onsite with the Blue Cross NC team on multiple occasions to host user-centric workshops. On the second site visit, we presented our project to over 40 key stakeholders, including several VP’s. During this visit, we wanted to demonstrate that the work we undertook would scale to the broader Medicare experience, building out two-year road-map highlighting our desire to become a partner, not a vendor.

The Results

The Medicare Plan Finder was launched in 2020 with almost instant success. Blue Cross NC saw a massive spike in enrollment and retention. The work has won 16 awards for UX and design throughout US and Canadian award shows. Appnovation went on the redesign their entire Medicare experience.
